U.S. Department of Labor, Employee Benefits Security Administration: the "Latest" Form 5500-SF dataset for each form year. This is public domain data. The 5500-SF is the short form filed by most plans with fewer than 100 participants. Only plans reporting retirement (pension) feature codes are included.

Health score

Each plan starts at 100 and loses points for each item found in its filing:

Fee benchmark

Fees are administrative service provider fees plus other expenses paid from plan assets, divided by average net assets for the year. Each plan that pays fees from plan assets is ranked nationally against other fee-paying plans in the same form year and asset band (under $250K, $250K–1M, $1–5M, $5M+).

Limits

Filings are self-reported and arrive up to about 18 months after the plan year ends. Fees the employer pays directly, and fees built into fund expense ratios, don't appear on the 5500-SF, so fee figures understate total plan cost. The bond test uses the 10% of assets rule, with a $1,000 minimum and $500,000 cap, and ignores the higher cap for plans holding employer securities. Large plans that file the full Form 5500 with Schedule H aren't included yet.
